Citadel space is basically all the parts of the galaxy that are under the jurisdiction of the Citadel - our central government. There's four different Council races that make up the main governing body, and a bunch of ambassadors from other species. My species- the turians, are council members, along with the asari, salarians, and humans.
What year is it for you? I bet that it's definitely pretty "futuristic" from where you were from. And don't worry. I served on a human ship, so I know what the human years are.

Basically this super cool tech that lets you travel from one side of the galaxy to another in a manner of minutes. You guys ended up finding one right at the edge of your Solar System after studying some Prothean ruins on Mars.
